I looked at the list of ASC (Aero Sports Connection) flight instructors,
and found these that seem to be fairly near Portland.  They are all
powered weight shift instructors, that would be a trike.

One of them might be able to give your husband some lessons, or at least
point you in the right direction.  Come on down to San Antonio and I'll
give him some lessons in fixed wing ultralights.  You might also search
the Internet for USUA ultralight instructors.  I don't have that list.
