Some of the RF elements were hard to do even for Western technology. The AQ requirements and testing were beyond what I had ever met when I worked on it. Local assembly then some parts yes. The engines maybe not worth building locally. A great deal of the cost is in jigs and test equipment. Adrian Edmonds
