54 indicates a successful counter attack and a very bloody nose to the
insurgent forces.
0 indicates a near victory for said insurgent forces, as they managed
to attacka superior force, continue a fire fight for some time, and
than break contact all without losing any one.  
  The difference is obvious and quite important. 

   In truth, I'd bet it's somewhere between the two estimates.
