Just to throw a bit of fat on the fire here, and leap off on a new
tangent, I think it's arguable that an order to launch a WMD can never
be legal and to issue such an order or to obey it makes one a war
criminal. Of course if anyone did actually launch a bunch of them the
legal status would probably be a tad academic.

Perhaps the military could have sumped up the money for a chastity
belt for him, provinging the time honoured technical fix for a human
problem!
