Correctly done, the VOT signal makes a completely legal VOR check.  And it 
has the advantage that you don't have to go hunt out the "spot" on the 
airport taxiway.  The only downside of a VOT signal is that it is always a 
single radial.  It is *possible* for your receiver (discriminator) to be 
okay on that radial, but be significantly off on some other 90 degree 
radial.  Not a big concern... just a possibility that you are not checking 
if you always use a VOT (or the same VOR ground test spot either, for that 
matter).
