headlights, windshield wipers

my 98 Jetta's headlights keep on shutting off. this morning, the
windshield wipers got stuck for few minuts, and then started again,
off again, on again in sequence with the headlights. when the
headlights go off, the emergency brake light would go on in the dash
board any ideas..?/ I'm thinking relays... but which..?/
