I had the same issue with my old 89 GL. I live in San Francisco and called all of the VW shops I could find, excluding the dealers who I knew would jack up the price mercilessly. There was a shop in Santa Cruz, Volksworks I believe, who said they could replace it for $300-400 with new parts. They contract out the labor to a certified VW mechanic who works for a dealer down the street from them. And they do it on a Saturday. Apparently, these mechanics did so many of the recall repairs for the heater core that it's easier to hire one of them to do the labor and have it done well the first time. As a side note, the GL died a nasty death, and I never got around to fixing the heater core. Fortunately in San Francisco, it never gets too cold. :) It appears that you're in Belgium, so obviously this won't help you much. But last year, that was the quote I received. Bonne chance.
