Points changes?

I read a brief blurb on Jimmy Spencer's comments from a Nascar official on a 
"proposed" change to the points for CUP.

UP through a race in the early fall (Richmond, I think) the points system stays as is. 
 After that the top 10 are
"locked in" and will race for the championship.  Didn't say if they would start at 0 
again, or just continue.  If I can
find the blurb, I'll post it.  It was in StockCarFans newsletter from 11/19
