Every three years they refine the specs and new chassis and engines are designed and built. Honda and Toyota futher caused a rapid escalation in costs and several loyal teams went belly up. The recession didn't help and along with the IRL's continuing dismal audience, they came in far short of the 30-34 cars Barhnhart was boasting of in the off season. In fact, last I calculated a race or two from the end of the season, they averaged about 27% fewer cars in 2003 than 2002. Tom
