It's air in your coolant system. Have you changed your coolant recently? If so, you need to 'burp' any air out of the pipes by a variety of methods... see one of the enthusiast sites, or search the rx7club forums for 'burping'. When you do the search, you'll also find that this symptom may be related to the dreaded coolant seal breach, in which case a new/rebuilt engine is required. But depending on the age of your engine, it could be a number of simpler and less expensive problems as well.
