Nope. That canister is an activated charcoal storage area for gas fumes. When the vehicle sits, changes in temperature cause the gas in the tank to expand. The fumes need someplace to go. The charcoal gets purged clean of fumes when the engine is running at speed usually. A static filter will either plug or fill up and allow an amazing amount of gas fumes into the engine area. Mine broke and I tried your thought for a very short time while I saved up money for a new one and the fumes were ridiculous. My wife refused to drive in it it smelt so strong inside the cab. You really need to bite the bullet and replace it.
