98 Jetta, Headlight

my 98 Jetta's headlights keep on shutting off. this morning, the
windshield wipers got stock for few minuts, and then started again,
but the headlights been freaking out for the past 10 days... any
ideas..?/ I'm thinking relays... but which..?/
