How about a '96 Cherokee 4.0 that always idles high at 1100rpm.
I checked the coolant temp sensor and air temp sensor and the
resistance reading seem ok.

Could be the same problem, some of them have two screws with elongated
slots, by backing it off you can slow done the idle.  But, before you do
that, use a second tachometer to check the oem one it may be off.
