It actually says nothing about the RKBA at all.It says militias are necessary to being free. All the first part says is that a "well-regulated militia" is a good thing. Of course,it helps to remeber that the US was formed by armed rebellion aginst the incumbent government,by weapons privately owned by the citizenry,and that after the struggle,the Founders did not want the citizens disarmed. In fact,the War began by the British moving to confiscate guns at Concord. The 2nd Amendment is the "reset button" of the Constitution.Read the Declaration Of Independence,and pay attention to the part about "alter or abolish".
