When someone is just technically 'passing' going .5 mph faster than the vehicle being passed and has been in the act of passing for over a minute and a mile or two or more, what should one do? There has to be a line somewhere. And then there are the people who linger behind a semi, not passing since the time they came within visual range, and when signaled that they should move over begin passing the semi with that 0.5mph or less differential.
