Hot air inlet to air filter (Fiat UNO)

Hello,

I own a Fiat UNO, and I was trying to see the air filter closely.
There are two air inlets, one from outside, and there is another inlet
(a sort of metallic pipe) coming from the engine block. I read and
understodd this is to supply hot air in cold climates.

I live in India, and the temperature here does not go below 10-12
degree (centigrade).

Is it a good idea to block this hot air inlet? Would this have any
benefit?
