How about a contractual arrangement where the Network Heads, Head Writer and
EP are paid according to the happenings on their shows.  If the show drops
.5, then they get a 50% pay cut.  If the show goes up .3, they get a 30%
raise.  THAT would get their attention.

They'd also lose perks according to what happens on the shows.  For every
inexperienced model-turned-actor they hire, the execs lose one week of paid
vacation.  For every day the average age of all actors who appear on screen
that day dips below 28, the execs lose one of the martinis at that day's
"business lunch".  For every serial killer story they implement, the execs
must sit in a booth on a street corner in New York City to be taunted and
pilloried by fans of the program for the period of one week (or their
hospitalization, which ever comes first).
