The Northern Territory is, for now, a territory, not a full state, and it doesn't border the Pacific. The Australian Capital Territory is a landlocked little body of land in New South Wales, about the size of Israel (for a bit of scale). It does, however, touch the Pacific as it has a small adjunct at Jervis Bay, which was mandated by the consitution in 1901 (crazily, the constitution is an Act of British Parliament) as a new capital was desired, and they wanted it to have a port and be within an independent administrative zone. The state of Tasmania arguably does not touch the Pacific, as it is in the grey area (manner of speech, not literally guys) between the Southern and Pacific oceans.
