I think they believe they have a "formula" that if they stick to it, will
produce the results they want. They try far too hard to keep a "look and
feel" setting about the show.. Example.. this never-ending thought that
people in the future will only enjoy watching movies, that would be ancient
today.. Hope and Crosby comedies, or the old movies they'd watch on
Voyager.. As I watched the movie "Pleasantville" it reminded me of how
simple the characters on Trek have actually become.. They are all boring..
none other then maybe Phlox, at times, has anything thing about their
personalities that would make them more interesting. They tend to turn their
emotions completely on, or off to "oversell" their characters.. notthing is
ever subtle. ( look back when Archer chewed Reed out in the Ops room, or
Archers actions with the prisoner).
Also I think the "look and feel" issue is the reason, they allow Trek
actors to direct episodes, they know they will stick to the script, the
producers know.. they will not have a director who will stray from the
vision.

Until B&B go.. Trek is doomed.
