But the biped aspect requires some fantasizing about the abilities of those seeders to insert "secret messages" and "time bombs" into the genetic material, so that "natural" evolution won't happen and instead a species of intelligent bipeds will be predestined to emerge. Even though TNG dedicated a whole episode to the concept, one would think this would be so monumentally colossally gigantic in its epic grandiosity that the entire galaxy would shudder from the religious implications...
