Yeah, I jumped a couple of interveneing steps there.

Assume, if you will, that the Aes Sedai believe themselves (in 
general) to be omniscient. (We know better, but they don't)

OK. 

1) The Bore has been sealed, the War of Power is over, and all you've 
got to worry about is various and sundry Male Aes Sedai who are crazy.

2) You've got a Foretelling (or a series of them) -- that we call the 
Prophecies of the Dragon -- telling you that the Dragon will be reborn 
to fight the DO sometime in the future.

3) You've got the items that he'll need: Callandor, the Dragon Banner, 
the Horn of Valere, and at least one of the Seven Seals.

What do you do with them?

Callandor, (and it's immaterial if the Prophecies came before or after 
your actions), you stash in the Stone of Tear, the most massive 
fortification that survived the Breaking, wrapped in weaves of 
_saidin_ and _saidar_ designed to let no one but the Dragon Reborn 
touch it.

What do you do with the rest of the stuff? Callandor's hidden in a 
fixed location where everyone knows where it is. Why not put the rest 
in a place that no one can find, unless they have the need to do so?
To this end, the Eye of the World was created, and you set the last 
immortal in the world to guard it. Now, Callandor was wrapped in 
weaves, but you don't want to use the same trap twice, so you create a 
pool of distilled _saidin_.

Who can handle it?  Not any woman.  Not the Forsaken (they are all 
Bound for Eternity in the Bore). Not the crazy men, they can't stay 
sane long enough to create the _need_ required to find the Eye. Not 
wilders, because you need a level of training to handle that much 
power, and until the Taint is gone, no one is going to train a male 
channeler - it's too dangerous.  The only person left who can safely 
handle that much power unharmed is the Dragon Reborn -- he's got the 
in-born talent level, and under the guidance of the Aes Sedai 
(assuming that they found him first) enough control -- by using a two-
woman-one-man link -- to safely draw off the pool using Callandor.

OK.

Now, here's the plan:

1) The Red Ajah will go out looking for men who can channel, capture 
them, and bring them back to the Tower.

2) The Hall will determine if the man is the Dragon Reborn.

3) If he is not, gentle him.  If he is, then link him (and likely Bond 
him as well, just to be sure) and take him to the Stone to get 
Callandor.

4) Proceed to the Eye of the World, suck out _saidin_, and retrieve 
the other items.

5) Proceed to Shayol Ghul, kick the DO's butt.

6) Go back to the White Tower, un-link with the Dragon Reborn, and 
gentle him.

7) Go on about life.

Unfortunately, the underlying assumption, that Aes Sedai are 
omniscient, is wrong.  No wonder things don't work out. (Also, if they 
worked out according to my plan, it would still be a story, but it 
would be a different story)
