Conversely, the Eye could just have been another "lock" on some of the 
elements of the Prophesies of the Dragon.  Just as callandor was woven 
about with webs of _saidar_ and _saidin_ specifically to allow only 
the Dragon to touch it, so were the Dragon Banner, the Horn of Valere, 
and one of the Seven Seals preserved in a pool of pure _saidin_.

Only the Dragon Reborn could take callandor -- only the Dragon could 
drain the _saidin_ out of the Eye, for without the items from the Eye, 
the Prophecies cannot be fulfilled.
