One of the prices of deleting cookies is not having things
like automatic signins work, or having popups like yours appear
redundantly.
The big problem with popups, however, is that more and more
people have browsers which prevent them from appearing at all.
Mozilla and Opera have built-in popup suppression, and for IE
you can get many free or cheap plugins which do the same thing.
For this reason, I recommend you use some other method to
publicize special offers on your site, like positioning the
offer prominently ("above the fold") on the first or main
page.
