FoxTrot or Waltz Develope for women

In the FoxTrot or Waltz, I woudl like to know the timing of the woman's
develope step (that is when she leans back on one foot and kicks the other
foot forward).  Is it normally performed on the 1st half of the measure on
the 1-2-3.  Or is it performed on the 2nd half on the 2-2-3?

Any help or resources woudl be appreciated.
