No, it's SQQ even if you're playing with the exact timing of the foot
placements.  As long as you step within the 2 beats of the S, you're on
the slow.  Same for the 1 beat Qs.  If you insist on counting time between
foot placements, then yes, you're going to get messed up.  If you think
of it as I just described, putting your foot down anywhere within the
count is on rhythm, there's no problem.  The way I was taught it in
advanced group classes what that rather than do a very basic step on 1,3,4
making the time between steps 2,1,1, it's better to try to step on
2, 3, and the & after 4.  The time between steps now gets altered to
1, 1.5, 1.5, but you're just stepping on the second half of the slow and
second quick, so you haven't eliminated the SQQ rhythm.
