In the preboot 30th century, they claimed to respect Earth's wishes to keep GLs offworld after the Vidar incident. But as it turned out, that simply meant that they restricted their agent to covert activities. It seems unlikely that they'd have greater respect for the Dominators or the Khunds. More recently, it's clear that the GL Corps has at least attempted to operate on Apokolips, albeit with something less than total success.
