The Weekly Planet tackled the subject in issue #28, as shown at http://www.dcindexes.com/planet/planet28.htm , and settled for Adventure #246 (not #256) as the first Earth-1 Green Arrow appearance. It is a good read for those of us who like comicbook trivia.
