Yes. Take a look at the threat of Madgod 3600, for instance,
which spanned multiple galaxies by itself.

Similarly, the Manhunter war also claimed entire galaxies
over a millenium.

'Fraid so. We never really saw all of them, but most GL's
did patrol multiple worlds in their space sector. Also, there
are certain zones where the Corps did not go (like the Vega
system, off-limits to the Corps due to a certain responsibility
the Guardians felt they owed to the Psions).

The Guardians had a remarkable range of tolerance towards
their Corps, allowing them to choose the breadth of their
responsibilities. Mogo, for instance, did not seem to ever
move outside his own orbit; Hal Jordan spent the major part
of his time on Earth; Dalor of Timron accepted payment from
the worlds in his space sector, for the work he did as a GL.
Still, occasions arose when they sensed a real threat, and
mobilized their Corps to handle it.

GL's have often restricted their own operating zones, but
universe seems more appropriate here.
