I've always figured that it was because without the recharge device you'd
call the hero's "Green Ring's" which just doesn't sound as good.

Actually, if I recall it was because Alan Scott's ring was forged out of a
bit of metal from his Lantern. The small bit wasn't able to generate power
like the full lantern was so it needed to be recharged. After that it just
sort of stuck with all the other GL's.

One thing I've noticed lately though is that it doesn't always seem like
Kyle's ring needs a recharge. In DC 1 Million, the ring was buried under the
sands of Mars for hundreds of thousands of years and it functioned perfectly
once Superman got ahold of it.
