It looks like Secret Files 3003 was designed to be an introductory issue for
new readers jumping on the Legion bandwagon for the first time due to the
hype surrounding "Foundations".  As a long-time fan, the issue did nothing
for me (it didn't say anything I didn't already know, although it did clear
up a little of the Kon/Kal mystery, and also added the surprising thing
about Live Wire now possessing both his own as well as Element Lad's powers)
but yeah, it didn't do much beyond introducing Legion's big cast of main and
supporting characters.
