Three solutions spring to mind:

1. Enforce the Right of Free Association.

2. Stop German tourism.

3. Get rid of cash, go to a barter economy.

When I sporadically visit Carribean beaches, I've heard the same anti-local
sentiment voiced ... "I paid X dollars for this vacation and these damn
(local) kids are running around ..."
