Trouble is, what's a "public service" is open to discussion.

To a vegetarian, using tax money to fund meat production or quality
crontrol might well be just "giving money to someone else."

To to a childfree person, using tax money to fund public schools may
be seen as  "giving money to someone else."

Same with armies. Funding for integration of impaired persons. 

Heck, a 210 pound man might even argue that rape cases should be
settled w/out public money.
