I'm sure they'd segregate themselves by pre-existing gangs.  Still, if
they were separated by cell block, as they would want to be, and if
there were hardly any contact between different cell blocks, then they
wouldn't get that much opportunity to fight.  Compare the current
situation of random cell assignment, where two rival gang members can
end up as cell-mates, or a Black prisoner might share a cell with a
white Nazi prisoner.

Of course the best way to see if my idea works is to try it.  Worst
case you go back to the old way.  Problem is, my idea couldn't even be
tried, because it's "racist".
