It would definitely be a much darker story than Beren and Luthien.
I think a possible stumbling point would be Hurin.  Do you
explain why and how Hurin was captured, and why Morgoth is
so interested in Hurin?  If you do introduce Hurin, do you
just leave him in Morgoth's clutches at the end?  Turin's
family story is rather complicated, and would probably have
to be modified to make it understandable in a film.  The family 
dynamics in Beren and Luthien are so classic that they need no 
introduction.

The problem with this story is it is not clear where to start or
where to end, or on which characters to focus.  I do not think the 
Last Alliance would be a good ending.  That would require you to 
somehow introduce Gil-galad and all the Elves who really have no 
part in the rest of the story.  There are a hundred or so years 
between the Fall of Numenor and the Last Alliance.  Trying to show 
that in a film is not easy, and ignoring it may look a little ridiculous.
Where to start is an even tougher question.  A brief, somewhat
vague origin story for Numenor would not be too hard to do, but
when do you start introducing characters?   Obviously Ar-Pharazon would 
be a central character, but would he be a good starting point?   

The writers would definitely have a lot of freedom.
