Question about the movies - Two Towers specifically

Hello - Question for someone who's a big fan of the Lord Of The Rings
movies.

I understand Smeagol / Gollum is the same person, but in the movie The
Two Towers, there's that character who looks an awful lot like Smeagol
/ Gollum. He's that guy who whispers into the kings ear and lusts
after that guys' sister. He gets kicked out of town and goes to that
white wizard.

My questions is why does he look SO much like Smeagol / Gollum?  Was
that intentional?  I thought he looked like the perfect pre-ring
Gollum (Smeagol) but they both existed at the same time period during
the movie so - what's up with that?
