It's not that simple. Gandalf seems to know that it
will take four days before Eomer's men can return.
And he seems to know that Saruman is launching
a major attack. Before Eomer would get there,
Saruman's troops would wipe out the people of
Edoras, if they had followed Gandalf's plan, and
yet everyone acts like Theoden was wrong.
