The rights that the film company has come via the film rights acquired from J. R. R. Tolkien by Saul Zaentz. It likely only allows for licensing of actor likenesses of the characters, and other objects directly related to the film itself, not any other general Tolkien or LotR rights. So anyone interested in setting up a permanent exhibit has to get the Estate's permission. Given that the estate currently rues the contract Tolkien made for the film rights, it is understandable that the estate is not going to allow a permanent exhibit in New Zealand.

You have to wonder how this might be different if the movies had been truer to the source. If Christopher T. doesn't feel comfortable with PJ's "masterpiece", I don't blame him one bit for using whatever ammo he has. Call it an indirect critique of the films, without having to validate them with a real opinion. I say good for him.
