The EU has everything it needs to make that happen, except for politics.

The world would really be a better place, if the EU had the capability
to become a major power.  But I don't see it happening.  So long as the
EU's response to competition from low-tax states is to threaten them
into raising taxes, instead of working to become competitive, the EU is
doomed to failure.  The only question is how much damage it will cause
before it collapses.
