It depends mostly on the sort of decisions that are being made.

If it's who works where, who lives where, who goes to what school,
then it's the worst sort of tyranny.

It took the serfs of Europe most of 1000 years to win back the right of
departure, after Tiberius stole it away.  It's not something that should
be surrendered without a fight.
