And possibly Dol Guldur? At the Council of Elrond, Gandalf mentions that
the White Council's expulsion of Sauron from Mirkwood was mainly through
Saruman's devices. Was he referring to explosives? That would seem to go
against the Istari's prime directive of using direct force against
Sauron.

Come to think of it, even if explosives weren't used, wouldn't the
actions of the White Council constitute a direct confrontation with
Sauron?
