This sounds like it must be about Sir John Fielding, the Blind Beak of Bow
Street - the magistrate who, with his brother Henry Fielding, founded the
Bow Street runners, the precursor to the London police force.  Sir John is
the subject of an excellent series by Bruce Alexander.
