No, the sf in rec.arts.sf.written refers to speculative fiction and it
encompasses both fantasy and sci-fi.

The suggestion that a sf book (whether fantasy or sci-fi) is off-topic
in rec.arts.sf.written because it's a children's book is ridiculous.
