These were released direct to DVD, so they were never aired on TV in Japan. In America, the OAVs were licensed by a different company, so they are sold under a different name: Samurai X (pretty stupid of them). Anyhow, I highly recommend the OAVs. The voice actors are the same as the TV series, the art style is a LOT more dramatic, and the stories are more serious than in the TV series. The second is somewhat of a recap (in the new art style) with a conclusion to the story of Rurouni Kenshin.
