(IMHO:)

Rare--probably, given its obscurity.  Collectible--probably only among the
few die hard _Debut_ otaku, assuming you can find them.  Collectibility of
anime goods tends to apply to the popular series of the moment, and (in
North America) the fewer ones that retain their fans.  I would simply enjoy
a nice cell of a pretty girl.
