You have an eye for recognizing bishoujo anime. The cel is of Aki Itou
from the anime "Debut". ^_^

If my information is accurate, Debut was a two episode OVA that was
released in 1994. It is one of the oldest anime based off a "bishoujo
game". I have no idea what kind of game it was based on, but
considering the four girls are idol singers it was probably some kind
of old style raising sim/managing sim game like "Graduation".

The first OVA had them acting out a short love drama story and the
second had them dealing with a time capsule that they buried ten years
earlier. I just got through rewatching the episodes about three months
ago.

It was fansubbed by Tomodachi a LONG time ago, but you can still find
fansubs of it floating around if you look for that old fansub medium
called video tapes. ^_^
