Here are my own CD info listings for the 2 CDs that I've got.
I've translated what little I can, but I don't know Japanese
so don't take them as authoritative.

If you liked the music from FLCL, OST 1 is a no-brainer.
OST 2 is more for the completionists, to get the few tracks
that OST 1 didn't have.  Of course, if you are into drama
tracks, too, OST 2 is worth getting.  I'm not, but bought
the CD on a whim to see if it had music that I wish I had
that weren't on OST 1... it did.

                to the last track, and starts at about 3:33 after a 
                long silent break.  Be aware that nearly half of the 
                playtime on this CD is drama (ok, actually comedy - 
                you know what I mean).}
