I wouldn't go that far.  Tenchi is indecisive as far as his little
harem goes but that is not without good reason given the power levels
of those girls.  However when the situation gets serious Tenchi has
some real power to bring to bear and his not completely clueless in
employing it.  He does have the benefit of the training he was
receiving from Youshou.

As for Makoto he reached his decision early on and stuck to it.  He
also has some serious firepower and knows how to use it.  While he can
be a little rash Makoto has never really done anything blatantly
stupid during his adventures.

Both Tenchi and Makoto realize that their full power is represented by
the teams their on and so long as they are willing to protect each
other they are invincible.

Miaka, OTOH, is afraid of having anyone risk themselves for her
benefit and so sneaks off alone whenever something needs to be done.
This has the effect of putting her guardians in greater danger than if
they had simply set off together.  

Tenchi and Makoto also always understood the seriousness of the
dangers they faced from their opponents.  Miaka never seemed able to
grasp the intensity of the danger she was constantly putting herself
in even after people around her started dying.
