Does anyone remember this anime movie?

The first Anime I saw that wasn't Voltron or Robotech related was a
movie that came on just after the premier of the Defenders of the
Earth cartoon.  It was primetime on one of the UHF stations in Dallas,
TX.  My Dad had taped Defenders for me and this anime movie was on
right after it so we had it on tape for a short while.  This puts the
year at no later than 1987 but probably late 85 or early 86.

My memory is a bit hazy so I might have some details wrong but here is
the plot as I remember it:

The movie is about a submarine that is rebeling against an oppresive
dictator who rules the land so their only escape is at sea.  The
captain of the ship picks up a smaller ship in distress.  One of the
survivors of this ship is the main character.  I know there is a
bigger plot but I can't remember it.  What I do remember is that the
captain of the ship was once a high official in the dictatorship and
even killed his own wife to show his loyalty to the dictator.  In the
end, the submarine is destoryed but the main character and the
captain's daughter escape in the main character's ship which is now
fixed.

Does anyone know what movie this is?
