Believe it or not, it's probably Ryouko from Tenchi. Animators tend to do
weird things like this from time to time.

Don't worry. You're not missing anything. She's not some previous or future
character in the series that you missed knowing about. She's just an
in-joke, an Easter egg. There's plenty of them throughout Ranma 1/2 and a
lot of other series--watch the Tunnel of Lost Love OAV in slo-mo and you'll
see a nude faerie Ranma in one scene. :)
