Not only do you not "need to", you get WEAKER by so doing.

Very few good RPGs force you to do that.

Baloney.  You most certainly do not in FF6, which can be beaten with 
contemptuous ease just by running straight through the game.  Stopping to 
get the optionals is just if you want to kill Kefka in one round.

Nor did 9 require levelling up, at least through the first two discs.

<shrug> I hate FF8 for it's plot and characters.  But it's asinine 
"level-ups are useless and make you weaker" system doesn't help.  Lunar 
has a similar system, but it's implemented RIGHT: the enemies level up 
too so there's still challenge, but levelling up still makes you, 
overall, better.
